Most of my clients find its a delicate balance between central control and local input. Sometimes the limitation is technological, if a CMS doesn't easily support multiple localizations maintaining updates can be a challenge. Fortunaltely multilinugal content management has come of age.
I think in 2009 one of the trends will be towards deeper localization, as businesses realise that they can profit from being seen to be more local; the profits will outweigh the costs.
We've already seen the depth to which you can geographically target Pay-Per-Click Campaigns.
We've been receiving requests for Indian localization recently, which seems to be working very well for our clients wanting to gain more global, English customers.
